LOCALIZED ONLINE VISITOR ECOSYSTEM (LOVEPH)
The project involves the establishment of a Private–Public Partnership (PPP) for the development and operations of a Localized Online Visitor Ecosystem, designed to accelerate the digital transformation of tourism destinations across key regions of the Philippines. The initiative aims to create an integrated smart destination system that enhances visitor experience, improves destination management efficiency, and supports tourism-driven economic recovery and growth. At the core of the ecosystem is the National Tourism Mobile Application, which will serve as the primary user navigation and engagement platform for both domestic and international travelers. The application will provide end-to-end digital tourism services, including destination discovery, itinerary planning, real-time navigation, ticketing and booking integration, transport connectivity information, promotions, safety advisories, and emergency assistance features. By consolidating essential tourism services into a single digital interface, the platform seeks to deliver seamless and personalized visitor journeys. Complementing the mobile platform is the deployment of Digital Tourism Kiosks in strategic high-traffic locations such as transport hubs, tourism enterprise zones, heritage sites, commercial centers, and major attractions. These kiosks will function as interactive visitor assistance points, offering multilingual information access, wayfinding support, digital ticketing, and destination content that bridges physical and digital tourism touchpoints. The ecosystem further integrates smart transport solutions and connectivity infrastructure, including the implementation of self-healing outdoor mesh Wi-Fi networks in priority tourism destinations. This resilient connectivity framework is designed to ensure reliable digital access in areas with limited telecommunications coverage, enabling continuous platform functionality, enhanced visitor safety communications, and improved operational coordination among tourism stakeholders. Through this PPP model, the project leverages public sector policy support and destination governance with private sector innovation, technology investment, and operational expertise. The initiative supports data-driven tourism planning, promotes inclusive participation of tourism enterprises and local communities in the digital economy, and enhances the overall competitiveness of Philippine destinations as smart, connected, and visitor-centric
